NO PURCHASE OR PAYMENT OF ANY KIND IS NECESSARY TO ENTER OR WIN THE EBILL/HEAT PUMP TUNE-UP 2014 PROMOTION. A PURCHASE WILL NOT INCREASE YOUR CHANCES OF WINNING.

DATES OF PROMOTION/ENTRY PERIODS: The Dominion eBill and Heat Pump Tune-Up 2014 Promotion (the “Promotion”) begins at 12:01 a.m. Eastern Time (“ET”) on April 15, 2014 and ends at 11:59 p.m. ET on June 30, 2014 (the “Promotion Period”). The Promotion Period is subject to the entry periods and drawing dates outlined in the “Entry Periods” section below.

ELIGIBILITY: The Promotion is open only to persons who are a legal U.S. resident residing in the state of Virginia and are eighteen (18) years of age or older at time of entry (the “Entrant”). Business entities are not eligible to participate in this Promotion. Officers, directors, managers and employees (including immediate family members (spouse, parent, child, sibling and their respective spouses, regardless of where they reside) and members of the same household, whether or not related) of Dominion Resources, Inc. (the “Sponsor”), Fiserv, Inc, Honeywell, and each of their respective parents subsidiaries, affiliates and related companies, licensees, distributors, retailers, dealers, printers, advertising and promotion agencies, consultants and agents, and any others engaged in the development, production, execution or distribution of this Promotion, are not eligible to participate or win a prize. Promotion is subject to all federal, state and local laws and regulations. Promotion is void outside the state of Virginia and where ever else restricted or prohibited by law.

ENTRY PERIODS: There will be three (3) entry periods (each an “Entry Period”) held during the Sweepstakes Period, each associated with a drawing date. For Entry Periods 1 through 3, one (1) first prize winner (each, a “First Prize Winner”) will be selected at random and each will receive a prize (the “First Prize”), subject to verification as further defined in the “WINNING/NOTIFICATION” and “PRIZES” section of these Official Rules. For Entry Period 3, one (1) Grand Prize Winner will be selected at random and will receive a grand prize (the “Grand Prize”), subject to verification as further defined in the “WINNING/NOTIFICATION” and “PRIZES” section of these Official Rules. For purposes of these Official Rules, the First Prize Winners and the Grand Prize Winner will be collectively referred to as “Prize Winners”.

The three (3) Entry Periods and drawing dates are:

HOW TO ENTER: There are four (4) ways to enter the Promotion:

  1. Existing eBill: Existing Dominion Virginia Power customers who enrolled in paperless billing (“eBill”) prior to April 15, 2014, will automatically receive one (1) entry into the Promotion.

  2. New eBill Customers (Online Entry): Entrants wishing to enter the Promotion via online entry must be a new or existing Dominion Virginia Power customer who has not enrolled in eBill prior to April 15, 2014. To earn an entry into the Promotion via online entry, Entrants must enroll and be accepted into eBill during the Promotion Period. Customers can enroll in eBill via his/her personal financial institution’s eBill services* (using the respective financial institution’s website) OR via Dominion’s eBill services* (using the Website). New and existing Dominion Virginia Power customers may enter eBill online as follows:

    • a. Via the Dominion Website: To enroll via Dominion’s website, visit www.dom.com/ebill (the “Website”). If you are an existing Manage Your Account customer, select sign in and enroll in eBill. Otherwise, select register. Then, create your user profile by submitting all of the information requested. NOTE: You will need a valid email address, your PIN and your Dominion Account number to create your user profile. Then, select the box for “eBill” to activate the eBill Activation Request (defined below). Once you have submitted your information, you will see a confirmation screen and receive one (1) entry into drawing.

    • b. Via Personal Financial Institution: To enroll via your financial institution, visit your financial institution’s home banking website during any of the Entry Periods held during the Promotion Period and locate their Bill Pay section. Then, follow the online instructions to request Dominion eBill by submitting the information required by your financial institution in order to activate paperless billing for your Dominion account (the “eBill Activation Request”). *Not all financial institutions offer eBill. In the event your financial institution does not provide eBill services, you may enter the Promotion via the Website or the Alternate Method of Entry listed in section “2” below.

      NOTE: In order to obtain an entry into the Promotion via Online Entry through your personal financial institution, Dominion must have accepted your eBill Activation Request. Dominion makes every effort to accept or reject eBill Activation Requests no later than two (2) business days from the date in which the eBill Activation Request was submitted through your financial institution’s banking website. You will receive notification of Dominion’s acceptance or rejection of your eBill Activation Request at your financial institution’s banking website.

      For Example: An Entrant who submits an eBill Activation Request on April 15, 2014 will receive notification of acceptance or rejection from his/her financial institution no later than 11:59 p.m. ET on April 18, 2014 in order to receive an entry into the Promotion via Online Entry.

      In the event an Entrant does not receive notification of acceptance from his/her financial institution within two (2) business days of submitting the eBill Activation Request, such Entrant will not be afforded an entry into the Promotion via Online Entry and may obtain entry into the Promotion via the Alternate Method of Entry listed in Section “2” below. All initial eBill Activation Requests must occur before the end of the Entry Period, no later than 11:59 p.m. ET on; June 29, 2014. All eBill Activation Requests must be accepted by 11:59 p.m. ET on; June 30, 2014. Entrants will receive notification of acceptance / rejection from his/her financial institution in the form of a message on the financial institution’s Bill Pay website and may check the status of their eBill Activation with their financial institution at any time after the eBill Activation Request has been submitted. Once you have received confirmation that the eBill Activation has been accepted, you will automatically earn one (1) entry into the drawing.

  3. New Heat Pump Tune-Up Customers: Entrants must enroll and be accepted into the Heat Pump Tune-Up program during the Promotion Period via Dominion’s website (https://www.dom.com/dominion-virginia-power/customer-service/energy-conservation/residential-heat-pump-tune-up.jsp). Specific steps are:

    • a. Customer contacts a local participating contractor. Click here to find a contractor.

    • b. On the day of the appointment, the contractor will inspect the customer’s heat pump and make the general efficiency improvements needed.

    • c. Upon completion of the tune-up, the contractor will complete the contractor portion of the rebate form.

    • d. The customer must mail or fax the completed rebate form along with a copy of the receipt to the address below. Please note that failure to include the offer number with the address could delay processing of the rebate application and could result in non-payment.

    • e. The customer will receive a confirmation email when the rebate information is received.

    • f. After the initial confirmation email is received, the customer can check the rebate status using Manage Your Account or by calling 1-888-366-8280.

    • g. The rebate check will be mailed directly to the customer.

    • h. Customers may also assign their rebate directly to the contractor for instant savings on the cost of services. Not all contractors offer the instant rebate option. Contact a participating contractor for additional rebate details.

    • i. Once your rebate paperwork has been approved with supporting documentation included, you will automatically earn one (1) entry into the drawing. Only heat pump tune-ups performed between April 15 and June 30, 2014 will be eligible for entry.

  4. Alternate Method of Entry (“AMOE”): To enter the Promotion without being a Dominion Virginia Power customer and/or without activating eBill or enrolling in the Heat Pump Tune-Up program, you may enter by mail as follows: On a plain 3” x 5” card, legibly handprint or type your first name, last name, complete address, city, state, zip code, home phone number (including area code) date of birth, and email address (if any) and mail your completed 3” x 5” card to: Dominion Virginia Power; Attn: “Dominion eBill and Heat Pump Tune-Up 2014 Promotion”, 701 East Cary Street, 18th Floor, Richmond, VA 23219. Each envelope shall equal two (2) entries. Limit of two (2) entry by mail per person. Entries must be postmarked by June 30, 2014 and received by July 5, 2014.

Limit two entries per person. Entries must be submitted in separate envelopes. Multiple entries submitted by a single Entrant in the same envelope are void. Entries submitted or completed by anyone other than the Entrant are void. No mechanical reproductions will be accepted. Sponsor will not verify receipt of entries for entrants. All entries submitted become the sole property of Sponsor and will not be returned. Sponsor is not responsible for lost, late, misdirected, illegible, damaged or postage due AMOE Entries.

Regardless of the method used to enter the Promotion, either via Online Entry or AMOE the maximum number of entries allowed during the entire Promotion Period is two (2) per person. Any attempt by any Entrant to obtain more than the stated number of entries by using multiple/different email addresses, telephone numbers, identities, and/or any other methods (including, but not limited to enrolling and un-enrolling in eBill services for the purposes of obtaining additional entries), will void that Entrant’s entries and that Entrant may be disqualified from the Promotion. In the event of uncertainty as to the identity of an Entrant entering via the Online Entry method, the Entrant will be deemed to be the first named person of the Dominion account associated with the eBill Activation. Limit of one (1) prize per person during the entire Promotion Period.

WINNING/NOTIFICATION: There will be four (4) random drawing held on or about June 1, 2014 (Entry Period 1); July 1, 2014 (Entry Period 2) and August 1, 2014 (Entry Period 3). For Entry Periods 1 through 3, one (1) First Prize Winner will be selected at random from among all eligible entries received during the respective Entry Period and any non-winning entries received from preceding Entry Period(s). A total of three (3) First Prize Winners will be selected in the Sweepstakes. Odds of being selected as a First Prize Winner in the Entry Period 1 drawing are dependent upon the total number of eligible entries received in Entry Period 1. Odds of being selected as a First Prize Winner in the Entry Period 2-3 drawings are dependent upon the total number of eligible entries received within the respective Entry Period, combined with any non-winning eligible entries received from preceding Entry Periods. For Entry Period 3, one (1) Grand Prize Winner will be selected at random from among all eligible entries received during the respective Entry Period and any non-winning entries received from preceding Entry Period(s). A total of one (1) Grand Prize Winner will be selected in the Sweepstakes. Odds of being selected as the Grand Prize Winner in the Entry Period 3 drawing are dependent upon the total number of eligible entries received within the respective Entry Period, combined with any non-winning eligible entries received from preceding Entry Periods (1-2).

The random drawing decisions are based upon discretion and interpretation of these Official Rules and are final and binding in all respects. Any Prize Winner who entered the Promotion via eBill Activation, must still be participating in said programs upon selection, subject to verification. Any Prize Winner who entered the Sweepstakes via eBill Activation must have an account in good standing upon selection, subject to verification. Potential Prize Winners will be notified by mail upon receipt of his/her Prize. In the event a Prize is returned as undeliverable, the Prize will be considered forfeited and an alternate Prize Winner will be selected at random from amongst all remaining non-winning eligible entries received in the associated Entry Period.

PRIZES: One (1) Grand Prize of a gift card valued at $500 will be awarded to one Prize Winner. The ARV of each the grand prize is $500.00. Three (3) first place prizes of a $100 gift card. The ARV of the first place prize is $100. Participation in both programs is not necessary to win the prizes. The total ARV of all Prizes to be awarded in the Promotion is $800.00. Prizes cannot be substituted, assigned, transferred, or redeemed for cash; except at Sponsor’s sole discretion or as otherwise provided herein. Sponsor reserves the right to substitute the Prize with a prize of comparable or greater value if advertised Prize should become unavailable. Sponsor will not replace any lost or stolen Prizes. Prize winners are solely responsible for any taxes on the Prize he/she has received, including but not limited to any and all federal, state and local taxes. No more than the stated number of Prizes set forth in these Official Rules will be awarded. Limit of one (1) Prize per person throughout the entire Promotion Period. All Prizes will be awarded within six (6) to eight (8) weeks from the date in which all Prize Winners are confirmed. Name of prize manufacturers/trademark owners are used solely for the purposes of identification of the prizes. No endorsement, authorization, sponsorship, or approval of prize manufacturers/trademark owners is intended or implied by such use. Potential Prize Winners consent to Sponsor’s use of their names, likenesses, biographical information, and voices in advertising worldwide without additional notice or compensation.

GENERAL CONDITIONS: Should any portion of the Promotion be, in Sponsor’s sole discretion, compromised by non-authorized human intervention or other causes which, in the sole discretion of the Sponsor, corrupt or impair the administration, security, fairness or proper play, or submission of entries, Sponsor reserves the right, at its sole discretion, to cancel, terminate, modify or suspend the Promotion and conduct the Promotion in a manner which in its sole discretion is fair, appropriate and consistent with these Official Rules. Notice of such action by Sponsor will be posted at the Website. In such event, Sponsor reserves the right to award the Prizes at random from among the eligible entries received up to the time of the impairment. Sponsor reserves the right in their sole discretion to disqualify any individual it finds to be tampering with the entry process or the operation of the Promotion or to be acting in violation of these Official Rules or in an unsportsmanlike or disruptive manner. Sponsor reserves the right to disqualify or reject any incomplete, inaccurate or false entry. ANY ATTEMPT BY ANY PERSON TO DELIBERATELY UNDERMINE THE LEGITIMATE OPERATION OF THE PROMOTION IS A VIOLATION OF CRIMINAL AND CIVIL LAW, AND, SHOULD SUCH AN ATTEMPT BE MADE, SPONSOR RESERVES THE RIGHT TO SEEK DAMAGES FROM ANY SUCH PERSON TO THE FULLEST EXTENT PERMITTED BY LAW. SPONSOR'S FAILURE TO ENFORCE ANY TERM OF THESE OFFICIAL RULES SHALL NOT CONSTITUTE A WAIVER OF THESE PROVISIONS.

RELEASE: By participating in this Promotion, Entrants agree to release and hold harmless Dominion Resources, Inc. (“Sponsor”) and, Honeywell and each of their parent companies, respective officers, directors, managers, employees, subsidiaries, affiliated entities, agents, members, shareholders, insurers, servants, guests, divisions, predecessors, successors, representatives, assigns, attorneys, dealers, distributors, advertising, promotion, and fulfillment agencies, including the Independent Administrator, (collectively, the “Released Parties”) from and against any claim or cause of action arising out of participation in the Promotion or receipt, redemption or use of any Prize.

LIMITATIONS OF LIABILITY: The Released Parties do not have any responsibility or liability whatsoever for: (i); unauthorized human intervention in any part of the entry process or the Promotion; (ii) electronic or human error which may occur in the administration of the Promotion or the processing of entries; (iii) any property loss, damage, personal injury, or death, in connection with the prizes provided pursuant to this Promotion and/or any person’s participating in the Promotion; (iv) any printing or typographical errors in any Promotion-related materials; (v) stolen, lost, late, misdirected, corrupted, incomplete, indecipherable or postage-due entries; or (vi) technical failures of any kind, including but not limited to the malfunctioning of any computer, mobile device, cable, network, hardware or software as applicable.

ENTRANTS PERSONAL INFORMATION: Information collected from Entrants is subject to Sponsor’s privacy policy, located at http://www.dom.com/privacy.jsp; and in accordance with the Privacy Policies found at each individual financial institution (if applicable).

Benefits of Participation

A heat pump tune-up can help lower your energy bill and increase the energy efficiency of your home. It can also prolong the life of your existing equipment, ensure your equipment is clean and has good air flow, and provide better temperature and humidity control in your home.

Eligibility

This Program is open to Dominion Virginia Power residential customers living in single-family residences, townhomes, mobile homes, and multi-family (apartments and condos) dwellings with electric heating and cooling with an air source heat pump. Ductless Mini-Split systems are also eligible, however Packaged Terminal Air Conditioners (PTAC) and water source heat pumps are not. Customer must be on a residential rate schedule. Customers must also be responsible for the electric bill and either own the home or be able to secure permission from the owner to perform the repairs or improvements recommended. Units in operation for less than six (6) months are not eligible to receive a tune-up. Homes with gas or oil-fired supplementary heat do not qualify. Units must be in working condition prior to tune-up. Any deficiencies identified during the tune-up, including refrigerant charge, must have been corrected and noted by technician on the rebate form.
